OTC as a point of action
Not every off-ramp is an exchange. Sometimes it is a desk that still holds a compliance lever.
OTC attribution needs its own file: cluster, timing, related fiat payments where they exist.
A letter saying ‘you are thieves’ is not read. A letter with observed txids and a hold request is read more often.
This is a slow branch. It is worth opening only if there is a base, not from a wish to ‘do something’.
